million acres in Scotts Bluff, Morrill, Garden, Banner and southern
Sioux Counties. It is governed by a nine member Board

6 DEADLINE
for AWEP sign-ups |
Landowners
and operators in the region have until Friday, August 6
to apply for cost-share funding to improve water quality and quantity
for agricultural operations through the
Agricultural Water Enhancement Program (AWEP), which is administered
by the Natural Resources Conservation Service (NRCS). Sign-up is
REQUIRED by Aug. 6 to participate in the program. Stop by your local
NRCS to sign up. Full information is posted at http://www.ne.nrcs.usda.gov/

Mitigation Planning meetings slated |
The
North Platte NRD is continuing to lead a planning effort to develop
a "mulit-jurisdictional Hazard Mitigation Plan" for the four-county
area, including all of Garden, Morrill, Banner, and Scotts Bluff Counties
in coordination with the Nebraska Department of Natural Resources (NDNR),
Nebraska Emergency Management Agency (NEMA), and the Federal Emergency
Management Agency (FEMA). Each community, county, school district, and
other special district located in the planning area are eligible and
encouraged to participate in the planning process. Public information/input
meetings will be held:

| Upper
Platte Reservoirs are FULL |
The
headwaters of the Platte River are being well supplied by snowmelt and
heavy rains this season, supplying ample water to downstream reservoirs,
including Lake McConaughy. For the first time since 1984, Pathfinder
Reservoir 45 miles southwest of Casper, Wyo. is releasing water
over its uncontrolled spillway. See

State
law requires anyone who chemigates (applies agricultural chemicals through
an irrigation system) to follow State
Chemigation requirements .
The
person/persons who will be applying chemicals must obtain certification.

| Ground
Water Allocation Rules |
In
the Overappropriated area of the District, the ground water allocation
for each certified irrigated acre is fifty-six (56) acre-inches per
certified irrigated acre per allocation period. The allocation period
shall consist of four (4) consecutive water years beginning in Water
Year 2010. The amended allocation rules went into effect March 29, 2010.

working cooperatively to promote no tillage farming practices in the
Nebraska Panhandle, while Panhandle No Till Educator Mark Watson continues

With some early fall snowstorms, the snowpack condition in the upper
Platte Basin are much improved. Snowpack conditions are vital to water
supplies here in our district.

In
addition to the nearly 600 monitoring wells located throughout the North
Platte NRD, we also use U.S. Geological Survey (USGS) monitoring sites
to collect data for groundwater levels. Of the 21 USGS monitoring well
sites in the state, 15 are located within the NPNRD.

Keep Well Registrations Up To Date |
All water wells must be registered with the Nebraska Department of Natural
Resources. Improperly registered wells can slow the certification
process, disqualify landowners from some programs and are considered
illegal.

Legislative Bill 962, Nebraska's law on the
integrated management of surface water and ground water, became effective
on July 16, 2004. At that time much of the Platte River Basin,
including the North Platte NRD, was declared overappropriated and required
to develop an Integrated Management Plan (IMP).
